5. Statisticians will evaluate costs and benefits of new technology before its use.
6. Healthcare providers’ compensation rates will be negotiated with arbiters.
7. The healthcare system will be monitored and policed for abuse and fraud.
8. All agencies and boards will have advocates for consumers as members.
