healthcare needs of the population. 3. Agencies will determine
everything included in basic healthcare coverage that will be available
to everyone. 4. Criteria will be established to oversee the delivery
of high quality care. 5. Statisticians will evaluate costs and
benefits of new technology before its use. 6. Healthcare providers’
compensation rates will be negotiated with arbiters. 7. The
healthcare system will be monitored and policed for abuse and fraud.
8. All agencies and boards will have advocates for consumers as members.
